Naboth’s vineyard
21 Now it happened sometime later that Naboth from Jezreel had a vineyard in Jezreel that was next to the palace of King Ahab of Samaria. 2 Ahab ordered Naboth, “Give me your vineyard so it can become my vegetable garden, because it is right next to my palace. In exchange for it, I’ll give you an even better vineyard. Or if you prefer, I’ll pay you the price in silver.”

3 Naboth responded to Ahab, “Lord forbid that I give you my family inheritance!”

4 So Ahab went to his palace, irritated and upset at what Naboth[a] had said to him—because Naboth had said, “I won’t give you my family inheritance!” Ahab lay down on his bed and turned his face away. He wouldn’t eat anything.

5 His wife Jezebel came to him. “Why are you upset and not eating any food?” she asked.

6 He answered her, “I was talking to Naboth. I said, ‘Sell me your vineyard. Or if you prefer, I’ll give you another vineyard for it.’ But he said, ‘I won’t give you my vineyard!’”

7 Then his wife Jezebel said to him, “Aren’t you the one who rules Israel? Get up! Eat some food and cheer up. I’ll get Naboth’s vineyard for you myself.” 8 So she wrote letters in Ahab’s name, putting his seal on them. She sent them to the elders and officials who lived in the same town as Naboth. 9 This is what she wrote in the letters: “Announce a fast and place Naboth at the head of the people. 10 Then bring in two liars in front of him and have them testify as follows: ‘You cursed God and king!’ Then take Naboth outside and stone him so he dies.”

11 The elders and the officials who lived in Naboth’s town did exactly as Jezebel specified in the letters that she had sent. 12 They announced a fast and placed Naboth at the head of the people. 13 Then the two liars came and sat in front of him. They testified against Naboth in front of the people, “Naboth cursed God and king!” So the people took Naboth outside the town and stoned him so that he died.

14 It was then reported to Jezebel, “Naboth was stoned. He’s dead.” 15 As soon as Jezebel heard that Naboth had been stoned to death, she said to Ahab, “Get up and take ownership of the vineyard of Naboth, which he had refused to sell to you. Naboth is no longer alive; he’s dead.” 16 When Ahab heard that Naboth had died, he got up and went down to Naboth’s vineyard to take ownership of it.

17 The Lord’s word came to Elijah from Tishbe: 18 Get up and go down to meet Israel’s King Ahab in Samaria. He is in Naboth’s vineyard. He has gone down to take ownership of it. 19 Say the following to him: This is what the Lord says: So, you’ve murdered and are now taking ownership, are you? Then tell him: This is what the Lord says: In the same place where the dogs licked up Naboth’s blood, they will lick up your own blood.

20 Ahab said to Elijah, “So you’ve found me, my old enemy!”

“I found you,” Elijah said, “because you’ve enslaved yourself by doing evil in the Lord’s eyes. 21 So I am now bringing evil on you! I will burn until you are consumed, and I will eliminate everyone who urinates on a wall that belongs to Ahab, whether slave or free. 22 I will make your household like that of Jeroboam, Nebat’s son, and like the household of Baasha, Ahijah’s son, because of the way you’ve angered me and because you’ve made Israel sin. 23 As for Jezebel, the Lord says this: Dogs will devour Jezebel in the area of Jezreel. 24 Dogs will eat anyone of Ahab’s family who dies in town, and birds will eat anyone who dies in the country.”

(25 Truly there has never been anyone like Ahab who sold out by doing evil in the Lord’s eyes—evil that his wife Jezebel led him to do. 26 Ahab’s actions were deplorable. He followed after the worthless idols exactly like the Amorites had done—the very ones the Lord had removed before the Israelites.)

27 When Ahab heard these words, he tore his clothes and put mourning clothes on his body. He fasted, even slept in mourning clothes, and walked around depressed. 28 The Lord’s word then came to Elijah from Tishbe: 29 Have you seen how Ahab has humbled himself before me? Because he has done so, I won’t bring the evil during his lifetime. Instead, I will bring the evil on his household in the days of his son.

Facts & Events in the Hammond Case

Facts & Events

(aa) The Harney Basin (were the Hammond ranch is established) was settled in the 1870’s. The valley was settled by multiple ranchers and was known to have run over 300,000 head of cattle. These ranchers developed a state of the art irrigated system to water the meadows, and it soon became a favorite stopping place for migrating birds on their annual trek north.

(ab) In 1908 President Theodor Roosevelt, in a political scheme, create an “Indian reservation” around the Malheur, Mud & Harney Lakes and declared it “as a preserve and breeding ground for native birds”. Later this “Indian reservation” (without Indians) became the Malheur National Wildlife Refuge.

(a) In 1964 the Hammonds purchased their ranch in the Harney Basin. The purchase included approximately 6000 acres of private property, 4 grazing rights on public land, a small ranch house and 3 water rights. The ranch is around 53 miles South of Burns, Oregon.

(a1) By the 1970’s nearly all the ranches adjacent to the Blitzen Valley were purchased by the US Fish and Wildlife Service (FWS) and added to the Malheur National Wildlife Refuge. The refuge covers over 187,000 acres and stretches over 45 miles long and 37 miles wide. The expansion of the refuge grew and surrounds to the Hammond’s ranch. Being approached many times by the FWS, the Hammonds refused to sell. Other ranchers also choose not to sell.

(a2) During the 1970’s the Fish and Wildlife Service (FWS), in conjunction with the Bureau of Land Management (BLM), took a different approach to get the ranchers to sell. Ranchers were told that, “grazing was detrimental to wildlife and must be reduced”. 32 out of 53 permits were revoked and many ranchers were forced to leave. Grazing fees were raised significantly for those who were allowed to remain. Refuge personnel took over the irrigation system claiming it as their own.

(a3) By 1980 a conflict was well on its way over water allocations on the adjacent privately owned Silvies Plain. The FWS wanted to acquire the ranch lands on the Silvies Plain to add to their already vast holdings. Refuge personnel intentional diverted the water to bypassing the vast meadowlands, directing the water into the rising Malheur Lakes. Within a few short years the surface area of the lakes doubled. Thirty-one ranches on the Silvies plains were flooded. Homes, corrals, barns and graze-land were washed a way and destroyed. The ranchers that once fought to keep the FWS from taking their land, now broke and destroyed, begged the FWS to acquire their useless ranches. In 1989 the waters began to recede and now the once thriving privately owned Silvies pains are a proud part of the Malheur National Wildlife Refuge claimed by the FWS.

(a4) By the 1990’s the Hammonds were one of the very few ranchers that still owned private property adjacent to the refuge. Susie Hammond in an effort to make sense of what was going on began compiling fact about the refuge. In a hidden public record she found a study that was done by the FWS in 1975. The study showed that the “no use” policies of the FWS on the refuge were causing the wildlife to leave the refuge and move to private property. The study showed that the private property adjacent to the Malheur Wildlife Refuge produced 4 times more ducks and geese than the refuge did. It also showed that the migrating birds were 13 times more likely to land on private property than on the refuge.  When Susie brought this to the attention of the FWS and refuge personnel, her and her family became the subjects of a long train of abuses and corruptions.

(b) In the early 1990’s the Hammonds filed on a livestock water source and obtained a deed for the water right from the State of Oregon. When the Bureau of Land Management (BLM) and US Fish and Wildlife Service (FWS) found out that the Hammonds obtained new water rights near the Malhuer Wildlife Refuge, they were agitated and became belligerent and vindictive towards the Hammonds. The US Fish and Wildlife Service challenged the Hammonds right to the water in an Oregon State Circuit Court.  The court found that the Hammonds legally obtained rights to the water in accordance to State law and therefore the use of the water belongs to the Hammonds.*

(c) In August 1994 the BLM & FWS illegally began building a fence around the Hammonds water source. Owning the water rights and knowing that their cattle relied on that water source daily the Hammonds tried to stop the building of the fence. The BLM & FWS called the Harney County Sheriff department and had Dwight Hammond (Father) arrested and charged with “disturbing and interfering with” federal officials or federal contractors (two counts, each a felony). He spent one night in the Deschutes County Jail in Bend, and a second night behind bars in Portland before he was hauled before a federal magistrate and released without bail. A hearing on the charges was postponed and the federal judge never set another date.

(d) The FWS also began restricting access to upper pieces of the Hammond’s private property. In order to get to the upper part of the Hammond’s ranch they had to go on a road that went through the Malhuer Wildlife Refuge. The FWS began barricading the road and threatening the Hammonds if they drove through it. The Hammonds removed the barricades and gates and continued to use their right of access. The road was proven later to be owned by the County of Harney. This further enraged the BLM & FWS.

(e) Shortly after the road & water disputes, the BLM & FWS arbitrarily revoked the Hammond’s upper grazing permit without any given cause, court proceeding or court ruling. As a traditional “fence out state” Oregon requires no obligation on the part of an owner to keep his or her livestock within a fence or to maintain control over the movement of the livestock.  The Hammonds intended to still use their private property for grazing. However, they were informed that a federal judge ruled, in a federal court, that the federal government did not have to observe the Oregon fence out law. “Those laws are for the people, not for them”.

(f) The Hammonds were forced to either build and maintain miles of fences or be restricted from the use of their private property. Cutting their ranch in almost half, they could not afford to fence the land, so the cattle were removed.

(g) The Hammonds experienced many years of financial hardship due to the ranch being diminished. The Hammonds had to sale their ranch and home in order to purchase another property that had enough grass to feed their cattle. This property included two grazing rights on public land. Those were also arbitrarily revoked later.

(h) The owner of the Hammond’s original ranch passed away from a heart attack and the Hammonds made a trade for the ranch back.

(i) In the early fall of 2001, Steven Hammond (Son) called the fire department, informing them that he was going to be performing a routine prescribed burn on their ranch. Later that day he started a prescribed fire on their private property. The fire went onto public land and burned 127 acres of grass. The Hammonds put the fire out themselves. There was no communication about the burn from the federal government to the Hammonds at that time. Prescribed fires are a common method that Native Americans and ranchers have used in the area to increase the health & productivity of the land for many centuries.


(j) In 2006 a massive lightning storm started multiple fires that joined together inflaming the countryside. To prevent the fire from destroying their winter range and possibly their home, Steven Hammond (Son) started a backfire on their private property. The backfire was successful in putting out the lightning fires that had covered thousands of acres within a short period of time. The backfire saved much of the range and vegetation needed to feed the cattle through the winter. Steven’s mother, Susan Hammond said: “The backfire worked perfectly, it put out the fire, saved the range and possibly our home”.

(j1) The next day federal agents went to the Harney County Sheriff’s office and filled a police report making accusation against Dwight and Steven Hammond for starting the backfire. A few days after the backfire a Range-Con from the Burns District BLM office asked Steven if he would meet him in town (Frenchglen) for coffee. Steven accepted. When leaving he was arrested by the Harney County Sheriff Dave Glerup and BLM Ranger Orr. Sheriff Glerup then ordered him to go to the ranch and bring back his father. Both Dwight and Steven were booked and on multiple Oregon State charges. The Harney County District Attorney reviewed the accusation, evidence and charges, and determined that the accusations against Dwight & Steven Hammond did not warrant prosecution and dropped all the charges.

(k) In 2011, 5 years after the police report was taken, the U.S. Attorney Office accused Dwight and Steven Hammond of completely different charges, they accused them of being “Terrorist” under the Federal Antiterrorism Effective Death Penalty Act of 1996. This act carries a minimum sentence of five years in prison and a maximum sentence of death. Dwight & Steven’s mug shots were all over the news the next week posing them as “Arsonists”. Susan Hammond (Wife & Mother) said: “I would walk down the street or go in a store, people I had known for years would take extreme measures to avoid me”.

(l) Shortly after the sentencing, Capital Press ran a story about the Hammonds. A person who identified as Greg Allum posted three comments on the article, calling the ranchers “clowns” who endangered firefighters and other people in the area while burning valuable rangeland. Greg Allum, a retired BLM heavy equipment operator, soon called Capital Press to complain that he had not made those comments and request that they be taken down from the website. Capital Press removed the comments. A search of the Internet Protocol address associated with the comments revealed it is owned by the BLM’s office in Denver, Colorado. Allum said, he is friends with the Hammonds and was alerted to the comments by neighbors who knew he wouldn’t have written them. “I feel bad for them. They lost a lot and they’re going to lose more,” Allum said of the ranchers. “They’re not terrorists. There’s this hatred in the BLM for them, and I don’t get it,” The retired BLM employee said. Jody Weil, deputy state director for communications at BLM’s Oregon office, indicated to reporters that if one of their agents falsified the comments, they would keep it private and not inform the public.

(m) In September 2006, Dwight & Susan Hammond’s home was raided. The agents informed the Hammonds that they were looking for evidence that would connect them to the fires. The Hammonds later found out that a boot print and a tire tracks were found near one of the many fires. No matching boots or tires were found in the Hammonds home or on their property.  Susan Hammond (Wife) later said; ” I have never felt so violated in my life. We are ranchers not criminals”.  Steven Hammond openly maintains his testimony that he started the backfire to save the winter grass from being destroyed and that the backfire ended up working so well it put out the fire entirely altogether.

(n) During the trial proceedings, Federal Court Judge Michael Hogan did not allow time for certain testimonies and evidence into the trail that would exonerate the Hammonds. Federal prosecuting attorney, Frank Papagni, was given full access for 6 days. He had ample time to use any evidence or testimony that strengthened the demonization of the Hammonds. The Hammonds attorney was only allowed 1 day. Much of the facts about the fires, land and why the Hammonds acted the way they did was not allowed into the proceedings and was not heard by the jury.  For example, Judge Hogan did not allow time for the jury to hear or review certified scientific findings that the fires improved the health and productivity of the land. Or, that the Hammonds had been subject to vindictive behavior by multiple federal agencies for years.

(o) Federal attorneys, Frank Papagni, hunted down a witness that was not mentally capable to be a credible witness. Dusty Hammond (grandson and nephew) testified that Steven told him to start a fire. He was 13 at the time and 24 when he testified (11 years later).  At 24 Dusty had been suffering with mental problems for many years.  He had estranged his family including his mother. Judge Hogan noted that Dusty’s memories as a 13-year-old boy were not clear or credible. He allowed the prosecution to continually use Dusty’s testimony anyway. When speaking to the Hammonds about this testimony, they understood that Dusty was manipulated and expressed nothing but love for their troubled grandson.

(p) Judge Michael Hogan & Frank Papagni tampered with the jury many times throughout the proceedings, including during the selection process. Hogan & Papagni only allowed people on the jury who did not understand the customs and culture of the ranchers or how the land is used and cared for in the Diamond Valley. All of the jurors had to drive back and forth to Pendleton everyday. Some drove more than two hours each way. By day 8 they were exhausted and expressed desires to be home. On the final day, Judge Hogan kept pushing them to make a verdict. Several times during deliberation, Judge Hogan pushed them to make a decision.  Judge Hogan also would not allow the jury to hear what punishment could be imposed upon an individual that has convicted as a terrorist under the 1996 act. The jury, not understanding the customs and cultures of the area, influenced by the prosecutors for 6 straight days, very exhausted, pushed for a verdict by the judge, unaware of the ramification of convicting someone as a terrorist, made a verdict and went home.

(q) June 22, 2012, Dwight and Steven were found guilty of starting both the 2001 and the 2006 fires by the jury. However, the federal courts convicted them both as “Terrorist” under the 1996 Antiterrorism Act. Judge Hogan sentenced Dwight (Father) to 3 months in prison and Steven (son) to 12 months in federal prison. They were also stipulated to pay $400,000 to the BLM. Hogan overruling the minimum terrorist sentence, commenting that if the full five years were required it would be a violation of the 8th amendment (cruel and unusual punishment). The day of the sentencing Judge Hogan retired as a federal judge. In his honor the staff served chocolate cake in the courtroom.

(r) On January 4,2013, Dwight and Steven reported to prison. They fulfilled their sentences, (Dwight 3 months, Steven 12 months). Dwight was released in March 2013 and Steven, January 2014.

(s) Sometime in June 2014, Rhonda Karges, Field Manager for the BLM, and her husband Chad Karges, Refuge Manager for the Malheur Wildlife Refuge (which surrounds the Hammond ranch), along with attorney Frank Papagni exemplifying further vindictive behavior by filing an appeal with the 9th District Federal Court seeking Dwight’s and Steven’s return to federal prison for the entire 5 years.*

(t) In October 2015, the 9th District Court “resentenced” Dwight and Steven, requiring them to return to prison for several more years. Steven (46) has a wife and 3 children. Dwight (74) will leave Susan (74) to be alone after 55 years of marriage. If he survives, he will be 79 when he is released.

(u) During the court preceding the Hammonds were forced to grant the BLM first right of refusal. If the Hammonds ever sold their ranch they would have to sell it to the BLM.

(v) Dwight and Steven are ordered to report to federal prison again on January 4th, 2016 to begin their resentencing. Both their wives will have to manage the ranch for several years without them. To date they have paid $200,000 to the BLM, and the remainder $200,000 must be paid before the end of this year (2015). If the Hammonds cannot pay the fines to the BLM, they will be forced to sell the ranch to the BLM or face further prosecution.


S*  Rhonda Karges – Resource Field Manager for the BLM is the wife of Chad Karges Refuge Manager for the Malheur Wildlife refuge.

Rhonda specifically deals with all the BLM issues relating to the area in and around Hammonds property including “grazing denial”. Her husband just happens to be the person in charge of all the issues surrounding the Hammonds ranch such as “water and access”.

b*   Soon after the water rights dispute the federal government influenced the State of Oregon to change their water law in favor of federal agencies. Wildlife is now considered in the State of Oregon as an accepted beneficial use for government agencies only.

k*  Being convicted as Terrorist made the Hammonds felons. They have been striped of their right to have guns. The Hammond live 53 miles from the closets town and have no practical way of defending themselves or their cattle. Several times they have watched baby calves be eaten by predators and could do nothing to prevent it.


The abuses and corruptions affecting people like the Hammonds are symptoms of a more encompassing problem.  Government employees (fulltime & elected) have changed their culture from one of service to, and respect for the people, to the roll of being a masters. On the subject of the land, it is evident that government employees are no longer assisting the people in claiming, using and defending property. Instead, they have become the people’s competitor to the benefits of the land, and are willing to use force on those who they erroneously compete against.

The federal government adversely controls over 582,000,000 acres of the western lands, 51% of the entire western land mass. They also have recently begun claiming over 72% of western resources such as the sub-surface minerals, forestry and waters. This is in comparison to 4.29% federally controlled land in the east.

The impact of the federal government controlling the land and resources inside the western states is hard to calculate. The negative impact on the people can be seen economically, politically, and socially. In order for any people to survive, let alone prosper, it takes the land and resources to do it. Everything we eat, the clothing we wear, the homes we live in, the cars we drive, and so on, come from the earth. All physical comfort and prosperity originates from the earth. Individuals composing the federal government, understanding the origination of wealth, are reserving these resources for themselves and are willing to use force to retain them. The ramifications of their action are slowly forcing the people of the west into poverty.

Due to the fact that people cannot survive without land and resource, the federal government’s action in administering the lands for their own benefit will be the cause of public discontent and unrest until it is corrected.

The solution is very simple, the land and resources must be made available to its rightful owners, the people. This can be done peacefully if the states & counties would check and balance the federal government as designed. When this happens, the people will begin to prosper and much of the economical, political and social problem of the west will diminish. Prosperity, peace and tranquility will be the results.

Merle Jones KrisAnne is right. The land belongs to the states not the federal government. The western states and Texas are fighting with the BLM now. Ranchers are losing land that has been in their families for generations. The corruption in the BLM caused the death of Lavoy Finicum and good men , patriot ranchers sit in jail without bail. This is so wrong. They even jailed a journalist who spoke against the BLM. He is facing a long prison term. That is a violation of the 1st amendment of free speech. This is tyranny.

Noel Holub Reid wanted the land Bundy leased for his son to build wind farms with the Chinese. Hillary wants the land so she can sell more uranium to the Russians but the uranium is on tribal lands. Wonder how they are going to get that?

 Oathkeeper Sheriff Blocks Feds From Raiding Local Farmer

Indiana – Elkhart County Sheriff Brad Rogers, successfully stood up for his constituents in a showdown, when the Food and Drug Administration sent in some federal officials to pester a raw milk and organic food farmer.

Sheriff Rogers followed up on a complaint from a local farmer, David Hochstetler and discovered that he would use his position to side with them because he saw that there was no justified cause for the obtrusive inspections that have going on since 2011 around twice a month.

They were searching for a reason to shut down Forest Grove Dairy Farm, so Rogers stepped in and blocked it. Then he started speaking out about it.

The big agriculture backed FDA along with the Department of Justice (DOJ) started the harassment approximately four years ago just because the hard-working farmer was producing raw milk and supplying some of the organic food co-ops. Thankfully, the government’s steady war on small farmers was halted in this particular case.  Sheriff Rogers, authored a 600-word break down of the ordeal for the local newspaper in his contribution column called “Ask The Sheriff”.

“Specifically, the FDA was inspecting his farm without a warrant as much as every two weeks. Typical inspections occur annually. The Department of Justice (DOJ) had subpoenaed him for a grand jury in Michigan in which he was to bring his production documents. The Feds wanted to make this farmer an example.”

Rogers continued, “My research concluded that no one was getting sick from this distribution of this raw milk. It appeared to be harassment by the FDA and the DOJ, and making unconstitutional searches, in my opinion. The farmer told me that he no longer wished to cooperate with the inspections of his property.”

Sheriff Rogers wrote to the DOJ and let them know that he would take action if the federal inspectors came without a signed warrant that specified probable cause to give a clear reason why they needed to conduct their invasive searches:
“I understand that you have made recent requests to (the farmer) for documents and to appear before a grand jury, and he has had a number of inspections and attempted inspections on his farm within Elkhart County. This is notice that any further attempts to inspect this farm without a warrant signed by a judge, based on probable cause, will result in federal inspectors’ removal or arrest for trespassing by my officers or I. In addition, if any further action is taken by the federal government on (the farmer), while he is in Elkhart County, I will expect that you or federal authorities contact my office prior to such action. I will expect you to forward this information to your federal associates, including the FDA.”

Soon after his email was sent, the farmer got a certified letter in the mail from the DOJ that notified him that the grand jury subpoena was now cancelled. “Now, over four years later, the FDA inspectors and the DOJ, have not returned to the property since I interposed for the farmer. Some have suggested it was my interposition that caused the feds to stand down. I have no way of knowing this for sure, but the evidence would suggest so,” wrote the sheriff.

Sheriff Brad RogersSheriff Rogers exclaimed “Your local elected officials can stem the tide of federal overreach if they apply just a little backbone in supporting and defending the Constitution. Expect it! Demand it! Some bloggers and natural food writers have hailed me as a hero. I’m no hero. I’m just doing my job.”   He added, “Many of our parents/grandparents drank raw milk and survived. There are risks with raw milk, but careful handling and storage will mitigate the risk. Many people believe that raw milk is healthier to drink than the pasteurized version. There is no law in Indiana that prohibits the distribution of raw milk in this fashion. In short, I don’t believe the government should be our nanny and telling us what we can or cannot drink/eat.”

These key actions performed by Sheriff Rogers are right and this is what the people should expect and receive from their county sheriff’s and other elected officials.

Rogers came out a few months ago with his firm stance that he would ignore any and all gun control executive orders. With his solution to the problem as abolishing gun free zones. He also defended his decision to visit the Bundy Ranch back during the 2014 stand-off with the Bureau of Land Management.

Sheriff’s possess the most power in their home counties and are locally elected officials that can be a thorn in the side for the federal automatons that are hell-bent on the encroachment of Freedom. Blocking the government overreach in this instance can set forth an example for other sheriff’s to rise up and stand strong for the people they serve. The ultimate solution of educating the populous on how to repel the Tyranny can be accelerated with the continued support of these county bosses.

According to the release: The newly obtained 14 pages further detail plans within the Bureau of Land Management (BLM) to completely overhaul the way federal lands are managed in the U.S., including the creation of new ecosystem areas that require the acquisition of new federal lands. The plans would vastly expand the power, reach and control of federal land managers.

Furthermore, Bishop noted:

“These 14 pages are further evidence of this Administration’s efforts, under the guidance of Secretary Salazar, to control western lands by unilaterally locking them up without input from local residents and stakeholders nor the approval of Congress.

Their plotting behind closed doors is disingenuous at best and flies in the face of this Administration’s so-called ‘transparency'”

Hitting on the most subtle effects the Executive Order is set to have, Bishop included a few points from the 14 missing pages: Page 3, paragraph 6:

The sentence, “In order to expand this network of treasured lands to include the diversity of landscapes currently managed by the BLM…,” shows that the Administration is working to broaden the jurisdictional scope of lands currently managed by the BLM. Page 5, paragraph 5:

The sentence, “Should the legislative process not prove fruitful, or if a nationally significant natural or cultural land resource were to come under threat of imminent harm, the BLM would recommend that the Administration consider using the Antiquities Act…,” shows that the Administration is constructing a new management structure without the approval of Congress. Page 6 (b), page 7 (4.), page 8 (3.):

Details planning for further land acquisition and funding mechanisms. Page 7, paragraph 1; Page 6, paragraph 7:

By their own numbers, the Administration will target the “acute” problem of private landholdings in BLM administered areas to the sum of 412,675 acres, or more than 370,000 football fields. Page 9, paragraph 5:

The sentence, “The BLM recommends that any major funding increases be phased in over a five-year period to allow the BLM time to build capacity in order to accomplish the increased work-load,” shows that the BLM will require an increase in funding to accommodate the proposed expanded management of lands throughout the West.

Bishop concluded his released noting:

“I remain committed to forcing Secretary Salazar and all others involved in this matter into the light of full transparency, which as these documents prove, is not a place they seem to be comfortable. But this potential land and power grab needs to exposed, it needs to be laid out before the public, and it needs to be stopped.”

First, I’d like to point out that the national media’s lack of attention to what is going on very troubling. This is a story in which a heavily armed militia (of which the infamous Bundy family is a part of), gathered from across the country to come to the defense of two men about to be imprisoned, and now they have taken control over a federal refuge where they are currently staked out, and the press has no interest?

There HAS to be more to this story! This is a HUGE red flag for me. In the following video, I break down what I know…

In my mind, I’m picturing another WACO, yet the press has no interest in the matter whatsoever.

That doesn’t add up, especially when we are led to believe the militia’s occupation of the federal refuge is intended to serve as a heavily fortified safe haven for Dwight Hammond Jr. and Steven Hammond, who are to report to prison on Monday, where they’ll be for the next five years as a result of a shady ongoing battle with the Bureau of Land Management (BLM). For more on what looks like a VERY sketchy case, a source more familiar with the situation referred me to an article in The Tri-State Livestock News. Part of that article reads:

Why the Hammonds?

“The story is like an onion, you just keep peeling back the layers,” Maupin said.

In an effort to stave off what they feared was a pending Clinton/Babbitt monument designation in 2000, a group of ranchers on the scenic Steens Mountain worked with Oregon Representative Greg Walden, a Republican, to draft and enact the Steens Mountain Cooperative Management and Protection Act that would prevent such a deed. The ranchers agreed to work with special interest “environmental” groups like the aggressive Oregon Natural Desert Association and others to protect the higher-than 10,000-foot peak.

A number of ranchers at the top of the mountain traded their BLM permits and private property for land on the valley floor, allowing Congress to create a 170,000 acre wilderness in 2000, with almost 100,000 acres being “cow-free.”

“The last holdouts on that cow-free wilderness are the Hammonds,” said Maupin. Though some still have BLM grazing permits, the Hammonds are the last private landowners in the area.

“It’s become more and more obvious over the years that the BLM and the wildlife refuge want that ranch. It would tie in with what they have,” said Rusty Inglis, an area rancher and retired U.S. Forest Service employee.

Rusty Inglis, the local area rancher and retired U.S. Forest Service employee who is mentioned in the article, made the comment, “It would tie in with what they have,” referring to the Hammond Ranch.

That begs the question, what exactly is it that they (the feds) have?

The answer to that question comes from another source, who sent me the video below. Aside from the video’s title, “EMERGENCY – Obama Ordered Hammond Ranch Destroyed,” there are several other things that are very troubling, the first of which is the date.

The video was uploaded one day before the scheduled protest , which was the same day the militia took over the federal refuge, or January 1st.

Why would Obama order the ranch destroyed before any of the last 24’s events took place?

From what YouTuber William Mount says, there is MUCH more to this story, and in typical Obama fashion, it’s all absolutely FILTHY… every damn bit of it.

Mount says that “what the feds have” with the rest of the land surrounding the Hammond Ranch, is well documented in U.S. Geological Survey Bulletin 1740-B. Download it now before it gets taken down.

It turns out that the land the feds own, and the land in question at the Hammond Ranch have enormous amounts of Natural Gas, Uranium, Mercury, and Arsenic. 

If you follow me regularly, you know I cover the economy and the looming financial implosion of the U.S. Dollar very closely, and I’ve been saying for some time that the Dollar collapse is imminent.

William Mount reports that the Treasury Department is well aware of the pending crash and has plans to issue a new Dollar later in 2016, that will be backed by natural gas and oil, and the Hammond Ranch is the only thing holding up the extraction of the resources owned by the feds.

Furthermore, Mount says in an effort to appease our largest creditor, Obama has already cut a deal with the Chinese to take the Uranium for their nuclear program.    

At this point, if you’re like me, you’re thinking that all sounds nice, a bit far fetched perhaps, despite the supporting U.S. Geological Survey, but not impossible right? BUT, how exactly is all that mining going to get done, who’s going to do it, and how is the Uranium allegedly going to get to China?

Mount suggests none other than Democrat Congressmen DeFazio. He suggests “following the money.” When you do that, shows that the bulk of Congressmen DeFazio’s campaign money all came from the following industries: air transit, transportation unions, building materials and equipment, railroads, and industrial unions.

Going even further, his top five individual donors were: Air Line Pilots Association Communications Workers of America, International Brotherhood of Electrical Workers, Unite Here, and Berkshire Hathaway. 

Uh… Ok. I suppose THAT is how the the mining will get done, and the Uranium shipped to China. Wow.

Mount says Obama’s feds have been harassing the Hammond Ranch very aggressively for a long time in an effort to get at the natural gas and Uranium resources the land holds, but to no avail.

Now, the feds have simplified their plan: Toss the Hammond’s in prison for a grossly excessive sentence, and see to it that they meet unfortunate and untimely deaths while there. Remember, per the article, “In the Hammonds’ plea agreement in the 2012 trial, the BLM obtained the first right of refusal should the family have to sell their private land,” or if they should happen to come to an early dirt nap “retirement” so to speak. 

Property rights attorney Karen Budd-Falen from Cheyenne, Wyoming, brings up a fascinating point as it relates to the prison sentence. She says, “What totally amazes me is what these guys did – they burned 140 acres. If you compare that to the EPA spill in Colorado, it amazes me that NOTHING will happen to those EPA employees.”

With respect to the EPA folks, she goes on, “You have cities down there [in Colorado] with no drinking water.

The Hammonds didn’t do anything like that,” and with the well documented deposits they are sitting on, there sentence is all just a coincidence? Please! There are never coincidences with Obama. There are only schemes.

I realize none of that gives us an update on what is going on with the “standoff,” but all of that is CRUCIAL information to understanding what nefarious plot Obama is hatching now.  I don’t declare that I have all the answers, and I certainly don’t claim that’s the alpha and the omega of the matter. Hardly!

My goal here, as with most things, is to keep digging and asking questions, because I know when something smells rotten, and the fact that there has been no media on this, doesn’t pass the smell test.

Furthermore, the video pre-dating these recent events makes me wonder if Obama knew about the plans to take the refuge… meaning does he have a mole (or several) “in” with the militia. After all, Carol Bundy Did Send Out an Email Nationwide Issuing a Call to Arms For Militia to Join Them in Oregon For a Standoff With the Feds.

Depending on how long this drags out, this could also be a trap. Recall that the Oregon Live reported:

“We’re planning on staying here for years, absolutely,” he added. “This is not a decision we’ve made at the last minute.”

Neither man would say how many people are in the building or whether they are armed. Ryan Bundy said there were no hostages, but the group is demanding that the Hammonds be released and the federal government relinquish control of the Malheur National Forest.

He said many would be willing to fight — and die, if necessary — to defend what they see as constitutionally protected rights for states, counties and individuals to manage local lands. 

I’m not in law enforcement, but if it were me running the show, and I wanted to make an example of what happens to insurrections like the one taking place, I’d lay low, and hope the situation draws a bigger crowd of militia members to support those already there, and then in one big swoop, deal with them all…. but that’s me.

My point is, there is always a bigger picture taking place… and by the media not even biting, that tells me that they are at least one step ahead.

    The hammonds could just lease the mineral rights to their property, for a ton of money,to some big company that could mine all the gas, oil, uranium, gold, diamonds or whatever else you think might be on their property.
    The money from leasing the mineral rights would be more than enough to pay the ranch off and buy another ranch somewhere else.

      you don’t know Oregon land laws and or BLM land laws, ALMOST all land in Oregon does NOT give the mineral rights to the land owner! so they can take the minerals and if needed force you off your land as they do it!.

      • Oregon was once a Spanish territory therefore its Ranchos and Native Americans were okupas during the period when both Spain and Mexico abandoned them under Adverse Possession, the Spanish crown left the population on the land and did not collect rents/taxation and only conceded claims to the US in the late 1800′s. The state of Oregon is probably if looked into owned by a few hundred people and there is no such thing as public land or BLM federal land, same as most of the West.

    Eastern Oregon Ranchers Convicted of Arson Resentenced to Five Years in Prison

    EUGENE, Ore. – Dwight Lincoln Hammond, Jr., 73, and his son, Steven Dwight Hammond, 46, both residents of Diamond, Oregon in Harney County, were sentenced to five years in prison by Chief U.S. District Judge Ann Aiken for arsons they committed on federal lands.

    A jury sitting in Pendleton, Oregon found the Hammonds guilty of the arsons after a two-week trial in June 2012. The trial involved allegations that the Hammonds, owners of Hammond Ranches, Inc., ignited a series of fires on lands managed by the U.S. Bureau of Land Management (BLM), on which the Hammonds had grazing rights leased to them for their cattle operation.

    The jury convicted both of the Hammonds of using fire to destroy federal property for a 2001 arson known as the Hardie-Hammond Fire, located in the Steens Mountain Cooperative Management and Protection Area. Witnesses at trial, including a relative of the Hammonds, testified the arson occurred shortly after Steven Hammond and his hunting party illegally slaughtered several deer on BLM property. Jurors were told that Steven Hammond handed out “Strike Anywhere” matches with instructions that they be lit and dropped on the ground because they were going to “light up the whole country on fire.” One witness testified that he barely escaped the eight to ten foot high flames caused by the arson. The fire consumed 139 acres of public land and destroyed all evidence of the game violations. After committing the arson, Steven Hammond called the BLM office in Burns, Oregon and claimed the fire was started on Hammond property to burn off invasive species and had inadvertently burned onto public lands. Dwight and Steven Hammond told one of their relatives to keep his mouth shut and that nobody needed to know about the fire.

    The jury also convicted Steven Hammond of using fire to destroy federal property regarding a 2006 arson known as the Krumbo Butte Fire located in the Malheur National Wildlife Refuge and Steen Mountain Cooperative Management and Protection Area. An August lightning storm started numerous fires and a burn ban was in effect while BLM firefighters fought those fires. Despite the ban, without permission or notification to BLM, Steven Hammond started several “back fires” in an attempt save the ranch’s winter feed. The fires burned onto public land and were seen by BLM firefighters camped nearby. The firefighters took steps to ensure their safety and reported the arsons.

    By law, arson on federal land carries a five-year mandatory minimum sentence. When the Hammonds were originally sentenced, they argued that the five-year mandatory minimum terms were unconstitutional and the trial court agreed and imposed sentences well below what the law required based upon the jury’s verdicts. The Ninth Circuit Court of Appeals, however, upheld the federal law, reasoning that “given the seriousness of arson, a five-year sentence is not grossly disproportionate to the offense.” The court vacated the original, unlawful sentences and ordered that the Hammonds be resentenced “in compliance with the law.” In March 2015, the Supreme Court rejected the Hammonds’ petitions for certiorari. Today, Chief Judge Aiken imposed five year prison terms on each of the Hammonds, with credit for time they already served.

    “We all know the devastating effects that are caused by wildfires. Fires intentionally and illegally set on public lands, even those in a remote area, threaten property and residents and endanger firefighters called to battle the blaze” stated Acting U.S. Attorney Billy Williams.

    “Congress sought to ensure that anyone who maliciously damages United States’ property by fire will serve at least 5 years in prison. These sentences are intended to be long enough to deter those like the Hammonds who disregard the law and place fire fighters and others in jeopardy.”

    Oregon occupiers seek a revolution
    Government’s control of land is main issue

    PORTLAND — Armed activists who have seized control of part of a federal wildlife refuge in southern Oregon appear to be aiming “to overthrow the county and federal government,” a local law enforcement official said Sunday.
    They came from as far as Idaho, Nevada and Arizona. And they want others from around the U.S. to join them.
    Harney County Sheriff David Ward said authorities from “several organizations” are working to peacefully resolve the standoff, which began Saturday when an unknown number of protesters occupied an uninhabited building at the Malheur National Wildlife Refuge, 30 miles from Burns, Ore. Earlier, about 150 people had gathered for a peaceful rally in support of Dwight and Steven Hammond, ranchers who are facing prison time for burning federal land.
    The main body of protesters sought to distance themselves from the breakaway group, which a leader said does not consider itself a militia and with which the Hammonds are unaffiliated.
    “These men came to Harney County claiming to be part of militia groups supporting local ranchers, when in reality, these men had alternative motives: to attempt to overthrow the county and federal government in hopes to spark a movement across the United States,” Ward said.
    For years, some Western conservatives have called for the return of federal lands to state and local government. The Sagebrush Rebellion of the 1980s centered on ranchers’ rights and money that could be made from timber harvesting, mining and ranching — if only the government didn’t forbid such endeavors.
    But those at the wildlife reserve say they are the vanguard of a national movement to resist government ownership of vast stretches of Western land. At the forefront are sons of Cliven Bundy, the Nevada rancher who in 2014 led a standoff against federal agents who sought to collect his cattle over a $1-million debt to the Bureau of Land Management for grazing fees.
    Hundreds flocked to Bundy’s ranch and, after weapons were pointed at agents, the standoff ended without Bundy paying fees or losing cattle.
    Officials worried the standoff would embolden the movement. At the rally before the occupation, Bundy’s son Ammon Bundy said: “We have a lot of plans.”
    Another son, Ryan Bundy, said Sunday that protesters want to restore local control and were prepared to occupy the area indefinitely. He accused the government of “tromping on people’s rights and privileges and properties and livelihoods.” The Oregonian quoted him as saying that “what we’re doing is in accordance with the Constitution.”
    There were no signs of confrontation Sunday, but police asked people to stay away for their safety.
    The Southern Poverty Law Center, in a report on the Bundy standoff, said the group and the land-return movement are on the same spectrum.
    “Antigovernment extremists have long pushed — most fiercely during Democratic administrations — rabid conspiracy theories about a nefarious New World Order, a socialist, gun-grabbing federal government and the evils of federal law enforcement,” it said.
    About a month ago, Ammon Bundy and others began arriving in Burns and agitated locals, who wondered what they were up to. By Saturday, the plan became clear, and the Bundys, via their ranch’s Face-book page, called for “all freedom-loving people” to help occupy the refuge.

    BURNS, Ore. (AP) — Armed anti-government protesters took over a remote national wildlife refuge in Oregon as part of a decades-long fight over public lands in the West while federal authorities are keeping watch but keeping their distance.

    Demonstrators came to the frozen high desert of eastern Oregon to contest the prison sentences of two ranchers who set fire to federal land, but their ultimate goal is turn over the property to local authorities so people can use it free of U.S. oversight.

    While the move isn’t new to Westerners, people across the globe have marveled that federal authorities didn’t move to take back the Malheur National Wildlife Refuge. Residents say they haven’t seen a large presence of officers, and the government’s tactic generally is to monitor protesters from afar but leave them be as long as they don’t show signs of violence.

    That’s how federal officials defused a high-profile standoff last year with Nevada rancher Cliven Bundy over grazing rights. Now, Bundy’s two sons are leading the push in Oregon.

    Ryan Bundy told The Associated Press on Sunday that he hopes the takeover will prompt others to take action across the country to seize control of federally managed land.

    “The end goal here is that we are here to restore the rights to the people here so that they can use the land and resources. All of them,” Bundy said.

    That means ranchers can graze their cattle on the land, miners can use their mineral rights, loggers can cut trees, and hunters and fishers can shoot and cast, he said.

    Residents of the tiny town of Burns, 30 miles south of the wildlife refuge, are concerned about the potential for violence.

    Keith Landon, a longtime resident and employee at the Reid Country Store, said he knows local law enforcement officials who fear their kids will be targeted by angry demonstrators.

    “I’m hoping most of it’s just muscle, trying to push,” he said. “But it’s a scary thing.”

    If the situation turns violent, Bundy contends that it will be because of the federal government’s actions.

    “I mean, we’re here to restore order, we’re here to restore rights, and that can go peacefully and easily,” he said.

    The ranchers whose cause has been the rallying cry also reject the protesters’ support. Dwight and son Steven Hammond were convicted of arson three years ago for fires on federal land in 2001 and 2006. They served their original sentences — Dwight, three months and Steven, one year — but a judge ruled that the terms were too short under federal minimum sentencing laws.

    Both men were ordered back to prison for four years each. They have said they plan to turn themselves in Monday.

    The Bundy brothers say the group plans to stay at the refuge as long as it takes. They declined to say how many people were at the property where several pickup trucks blocked the entrance and armed men wore camouflage and winter gear.

    “We’re planning on staying here for years, absolutely,” Ammon Bundy told reporters over the weekend. “This is not a decision we’ve made at the last minute.”

    The FBI is working with local and state authorities to “bring a peaceful resolution to the situation,” the bureau said in a statement late Sunday. It said it is the lead investigative agency and would not release details about the law enforcement response to ensure the safety of officers and those at the refuge.

    Some are criticizing the lack of action, saying it is because those occupying the property are white.

    Landon, the longtime Burns resident, said he sympathizes with the Bundys’ frustrations. Landon was a logger until the federal government declared the spotted owl a protected species in the 1980s, damaging the local logging industry.

    “It’s hard to discredit what they’re trying to do out there. But I don’t want anybody hurt,” he said.

    Landon said that on the surface, it doesn’t look like much has changed in Burns, a high desert town of about 2,700 people.

    “It’s weird — I woke up this morning expecting the town to be crawling with this and that agency. But you don’t see any of it. They’re keeping a low presence,” Landon said Sunday.

    However, most of the hotels in the area are booked, and he’s noticed that officers are doing their patrols in pairs instead of alone. The biggest difference since the takeover is the undercurrent of worry, he said.

    “I’m glad they took the refuge because it’s 30 miles away,” Landon said. “I mean, they could have took the courthouse here in town.”

These ranchers set illegals fires more than once, and illegally took several deer and burned the evidence on federal land, they endangered the lives of firefighters as well.     It is time to dispel a few myths about what is going on.


    Oregon Gov. Kate Brown sat in her office Jan. 20 and drafted a letter to the U.S. attorney general and the director of the FBI. She wrote that negotiations with the “radicals” occupying the Malheur Wildlife Refuge had failed and insisted on a “swift resolution to this matter.”

    Local officials, including Harney County Judge Steve Grasty, made similar demands. On Jan. 26, they got what they asked for.

    Authorities, including the FBI, ambushed and arrested Ammon Bundy and others on their way to a meeting in neighboring Grant County. They shot LaVoy Finicum dead. He was not holding a weapon.

    Awful. Grasty and Brown knew what might happen should the FBI decide negotiations had failed. Few have forgotten the stand­offs at Waco and Ruby Ridge and that “swift” federal action often means people die — in many cases, indiscriminately.

    It’s ironic, but the behavior of the judge and the governor goes a long way to make the refuge protesters’ case for them. Blind devotion to federal authority is terribly dangerous to lives and to liberty.

    The protest in Harney County will certainly not be the last over federal overreach. Here is hoping people find reason next time, before demanding dangerous federal intervention.

    To that end, it is time to dispel a few myths about what is going on.

    Myth 1: The armed people at the refuge were threatening violence. You wouldn’t know it by watching TV news, or reading Brown’s hysteric letter, but the refuge wasn’t an armed compound full of violent people. To find that, you needed to drive by the airport in Burns, Ore., where federal agents staged behind fences and a flood­lit perimeter, with military vehicles, equipment and weapons.

    Yes, the occupants at the refuge were armed and reserved the right to defend themselves. The difference between them and any other citizen claiming their Second Amendment right is they did so from inside public, and previously unoccupied, federal buildings.

    They got little credit for doing virtually everything possible to minimize threats and interruptions to the community. They could scarcely have chosen a more remote location.

    It was more like an open house than a compound. Locals could, and did, visit to see what the stand­off was about. The protesters invited anyone who wanted to have an honest conversation.

    For Oregonians, the much larger threat is their high officials writing letters and urging the feds to “swift” action.

    Myth 2: Only nutty, right-wing militias from outside would stoop to such tactics. Brown and Grasty must know the protest included state and local residents. Plenty of community people were sympathetic enough to bring food and supplies. The storeroom overflowed, and locally grown beef had to be kept frozen in a snow bank outside for lack of adequate freezer space.

    If they had visited, they would have found people there ready to talk calmly, rationally and intelligently about the issues. Tragically they felt there had been too much talking already. Now one of the most calm and rational leaders in the group is dead.

    Federal supremacists like to marginalize anyone advocating local control as radical and dangerous. They want you to believe these people are motivated by crazy ideology.

    They don’t talk much about history. These issues have been simmering for decades. The Sagebrush Rebellion made headlines in the 1970s and ’80s. There are smart folks stretching back to the nation’s founding who question the legitimacy of federal control over public lands.

    Given how economically devastating the Bureau of Land Management and Forest Service management has been for rural communities around Oregon, Brown and Grasty should be asking questions, too.

    Myth 3: Anyone opposed to federal control of lands hates conservation. The philosophy of the national conservation groups is irrational. They insist the best way to protect public lands is to put unelected bureaucrats headquartered thousands of miles away in charge. That position is hard to fathom. Many conservationists see the value in “buying local” when it comes to food and services. Local is great, except when it comes to government?

    It is a bit reminiscent of war. The propaganda department dehumanizes the enemy, branding ranchers and loggers as foolish and blinded by greed. And local citizens as if they are too inept to stand up to them and govern responsibly.

    The truth is, there are wise people who care for the environment living right in Harney County. Included among them are cattle ranchers and forestry professionals. Many simply believe management decision-making would be better if it was done much closer to home.

    Myth 4: Ranchers just want a free ride​. It would be far more accurate to say ranchers want fair, not free. Many Western ranches have a federal grazing allotment attached. Most of the time ranchers acquire the permit when they buy a ranch, though they can also buy and sell them independently. The point is, cattlemen pay big money upfront for a right to the grass.

    On top of that, they pay grazing fees annually. Some argue the fees are set way below the market rate to rent private pasture. But they don’t account for ranchers maintaining fences and water systems. These are key differences versus renting private pasture.

    In any event, practically no rancher is complaining about the dollars involved.

    They object to paying federal agencies who have a long history of treating them like tenant farmers and disrespecting legitimate property rights. Most support the idea of paying fees locally, and getting more accountable range management in return.

    Myth 5: The federal government’s prerogative to own and manage the majority of lands in Oregon is beyond question. Now we get to the crux of the matter. Everyone raised in the U.S. is taught federal laws are supreme. What’s more, we learn the U.S. Supreme Court is the ultimate arbiter on whether a law is constitutional. Those arguing for state and local control of lands had their day in court. They lost. Case closed.

    Not so fast. What we were all taught is nonsense. In fact, the States (capital S) are sovereign and supreme. They have the power ­— make that the sacred duty — to nullify unconstitutional laws and defend the liberty of citizens.

    The kicker is that Brown herself already acknowledged this truth in another context. She signed a bill legalizing recreational marijuana last summer, in complete disregard of federal laws. She didn’t send a letter to Washington begging for federal storm troopers to batter the doors in at pot dispensaries. On the contrary, she determined Oregon’s authority trumps federal dictates and acted accordingly.

    What a “radical.” May she and Grasty find that spirit of independence before calling on the FBI to crush the next protest.

    According to the United States Geological Survey, nearly half the land in the Western United States is owned by the federal government. This includes 84.9 percent of land in Nevada (hiding UFOs requires lots of space), 64.9 percent of Utah, 61.6 percent of Idaho, 61.2 percent of Alaska, 52.9 percent of Oregon, 48.1 percent of Wyoming, and 45.8 percent in California. Meanwhile, the federal government owns only about 5 percent of the land in states east of the Mississippi River. Altogether, Uncle Sam owns roughly 640 million acres of land.

    In March 2012, Utah Gov. Gary Herbert (R) signed the Utah Transfer of Public Lands Act into law, which instructs the federal government to relinquish more than 20 million acres of land to the State of Utah. Although Utah has yet to bring forward a suit in an attempt to enforce the law, a move that is expected to bring strong opposition from the federal government, similar legislation is being considered in nine other Western states. These states are arguing if the federal government turns over its property in the West to the states, it will result in better environmental stewardship of the land, lower management costs, and an increase in productivity.

    Environmentalists, support federal government land ownership in Western states because they say these lands contain the most biologically and environmentally valuable ecosystems in the nation that need to be protected by federal officials from less environmentally concerned states.  “If not for federal policies for public land management,” University of Wyoming professor Debra Donahue told the New York Times, “America would lack a world-class system of national parks, wildlife refuges and wilderness areas.” This is undeniably true; however national parks, national monuments, wildlife refuges, and federal wilderness areas (FWAs), essentially the only parts of the West tourists ever lay their eyes on, would be excluded from any future land transfers.

    Most of the land held by the U.S. Bureau of Land Management, excluding national parks, monuments, and FWAs, is the result of historical accident, not environmental concerns. During the Progressive and New Deal Eras, Congress created federal agencies to control Western lands under the belief central authorities would dispassionately apply science to determine the best use of natural resources. But as Montana State University professor of economics Holly Fretwell writes, “Science cannot determine whether hiking, biking or timber harvest is a higher-valued use. Instead, management decisions—regarding recreation use, commodity production or restoration activities—depend on budget appropriations and special interest battles.”

    Fretwell says this leads to gross mismanagement of public lands, leaving Western communities at risk of wildfires, soil erosion, and other environmental problems that impose steep economic costs.

    Without allowing market forces to have a greater say in how federal lands are used, Western states will continue to suffer economic and environmental disadvantages. A recent study from the Institute for Energy Research showed, even in a time of stagnant demand, opening up federal lands to just oil, coal, and gas production would bring many benefits to the states, including $663 billion in increased GDP and 2.7 million jobs created over the next 30 years. The report also found a $3.9 trillion increase over federal tax revenues, and a $1.9 trillion increase in state tax revenues, over the next 37 years. (In addition to coal, oil, and natural gas, federal lands are also a major source of softwood timber, hard metals, and grazing areas.)

    study comparing state trust lands in Arizona, Idaho, Montana, and New Mexico to federal multiple-use lands from 2009–13 by the Property and Environment Research Center (PERC) found these states earned a combined $14.51 for every dollar spent managing state trust lands, while the federal government earned only 73 cents for every dollar they spent managing federal lands. On a per-acre basis, the states earned $34.60 while the feds lost $4.38.

    PERC writes, “State trust management has demonstrated its ability to resist excessive political influence, respond to market signals, and accommodate new resources over time.… Managing these lands should provide a rich source of revenues to benefit the public, but is instead coming at a high cost to taxpayers.”

    Not only would a transfer of Western federal lands to the states be better for the preservation of much of the land and the residents of the states, it would also be a better deal for taxpayers nationwide
